Competitive Bond Sale Bidding and Internet Bidding
With competitive bidding on a sealed-bid basis, the bonds are sold to the bidders submitting the best bid according to criteria stipulated in the bid form as developed by Concord. Concord solicits bids from a universe of over 100 different national and regional bond firms. Competitive Bank Loan Bidding
When market conditions favor a bank loan, Concord solicits bids from local and regional banks using a Request for Proposal written specifically to meet the client's needs.  Once the proposals are received, a comparison is made between the costs of a bank loan to an underwritten bond issue.  Concord has successfully tapped into the commercial bank loan market for approximately one-third of all its clients' financings.

Negotiated Bond Sale Services
A negotiated underwriting is that method of sale in which Concord negotiates on behalf of its client with an underwriter selected by the client. This negotiation relates to bond prices, interest rates, prepayment  provisions and other terms of the bonds. Official Statement preparation, determination of document terms, credit enhancement, rating agency discussions, timing, and other services are provided by Concord.

Pennvest and Governmental Loan and Grant Financing
Pennvest is an independent agency of the Commonwealth of Pennsylvania that offers 20-year, and sometimes 30-year loans to municipalities or authorities, and some private entities, at interest rates below those which they would receive on the open market (generally between one and five percent depending upon the borrower's financial conditions). Concord evaluates Pennvest and other appropriate governmental loan and grant sources in structuring a financing plan for its clients.

Preparation of Bond Offering Documents
Concord compiles an official statement for each bond issue. The official statement contains an overview of the project, financial information of the client, and demographic information of the client.

Real Time Interest Rate Swap Monitoring
Concord has teamed up with DerivActiv, an independent online derivative management service, to provide our clients with real time monitoring, mark-to-market valuations and cash flow analysis. DerivActiv will also provide year end attestation letters that are required to be included in the issuer’s audits.

Act 1 Debt Service Exception Disclosure
Concord has developed a service to assist our school district clients with their filing of debt service exceptions. The Pennsylvania Department of Education (“PDE”) is requiring several large backup pieces of information such as executed bond Resolutions, Closing Statements and other documents to be emailed in pdf form annually to receive debt service exceptions. Concord can be retained to manage that process.
