Michael A. Setley
Prior to becoming a founding Principal of Concord Public Financial Advisors, Inc., Mike served as co-chairman of the Municipal Finance Group at a large Pennsylvania law firm. Over his more than 30 years in the municipal finance industry, Mike’s practice has focused on structuring and implementing traditional and complex finance transactions for municipal,corporate, and nonprofit clients, as well as consulting with municipal, nonprofit, and corporate clients with respect to finance-related matters. In addition to his municipal finance advisory practice with Concord, Mike practices law and is affiliated with the law firm of Georgeadis, Setley, LLC, in Wyomissing, Pennsylvania, where his practice focuses on representing the Pennsylvania municipalities.
Mike serves as Chairman of the Board of the Reading Regional Airport Authority, where he has served as a volunteer board member for approximately 15 years.
Mike is a graduate of Governor Mifflin High School, Lebanon Valley College and The Dickinson School of Law.
Chris is a founder and principal of the firm and has over 33 years of experience as a financial advisor and municipal manager.
Chris’s experience is in the general municipal area where he has been involved in all phases of financing, both general obligation and revenue debt. This experience includes structuring financings for both large and small issuers, using competitive and negotiated methods of sale, the completion of bank loan and bond issues, credit analysis and rating agency presentations.
Chris has experience in all types of municipal transactions, including fixed rate and variable rate financings, refinancings, and general consulting.
Chris is a graduate of the American University (B.A. Political Science; M.P.A. Urban Administration) and was awarded a full graduate scholarship.
Daryl is a Principal of the firm serving a wide range of clients including municipalities, municipal authorities, school districts, colleges, universities, and other nonprofit entities. Daryl joined Concord in 2002 as a Senior Financial Advisor and became a Principal of the firm in 2005. He has over 25 years of experience in the municipal finance industry including his tenure as a Vice President with a bank corporate trust department. During Daryl’s tenure at Concord, he has become instrumental to the firm’s clients in creating tailored and creative financing structures to meet the individual client objectives. His experience includes specialization in Tax Increment Financings and other special tax and revenue-backed financings.
Daryl is a graduate of Shippensburg University with a B.S. in Finance and a B.S. in Economics.
